На самом деле именно с подобными названиями организаций артикль в норме нужен всегда и опускается он (кроме заголовков и разговорной речи) скорее по плохой редактуре и небрежности, чем по "когда хотят, тогда ставят"

да, "вскоре" самый лучший перевод. Идиома довольно редкая, в современном разговорном языке почти не встречается

That's heat lightening cloud to cloud. It's red only because it's 7 to 10 miles from you and the light gets refracted and scattered by Rayleigh scattering. As either you get closer to the lightening, or the lightening gets closer to you, it will become whiter or bluer because there is less atmosphere between you and the lightening.

It's cool though isn't it?
