Well, it's hard to correct something you find stylistically displeasing without changing the text completely.

I’d say it’s a bit too hot at midday, but quite tolerable. Last summer was so terrible that any weather but for the anomalous heat is welcome. ;D I hate heat, 20–22°C all summer long would be great.  It’s cloudy at times, but it doesn’t rain. BTW I live in Voronezh.

My wife and I visited St. Petersburg in summer two years ago. We were delighted by the cool weather (when we were back, it was naturally hell and Israel), yet the indigenes longed for heat. ;D

pictorescue = picturesque (ref. to the view from the window)
during dust, prob. = at dusk

hell and Israel, poss. = hell on earth
expect being condemned by all the other users = expect to be condemned by (or, condemnation from) all the other users

indigenes = natives or locals

Hell and Israel is a word-for-word translation of a Russian saying, I did it just for lulz. :) I think that ‘hell on earth’ perfectly conveys the meaning.

About articles. Once I asked my english-speaking friends when they use articles and how they choose from a and the. And they said they don't mind and do it simply for good sounds...

I forget about articles very often. Even I try to learn word with articles in sentences... but english is not german  :(
