Irish is taught in schools, as far as I know pretty much all Irish people need to learn it in secondary school. However, most have also forgotten most of it by the time they're in their 20s. I suppose it's basically taught as a foreign language, yes. There are parts of Ireland - the Gaeltacht - where people speak Irish as their primary language, but in the vast majority of Ireland, English is the primary and only language spoken. The Gaeltacht areas are primarily rural areas; as far as I know, almost no one speaks Irish as their primary language in urban areas. I'm reminded of a trailer I once saw for an Irish film, where a man from China decided to visit Ireland, and learned Gaelic as it was the official language, only for everyone in Ireland to assume he was talking Chinese. It's an unfair question for me to answer because, while I live in Ireland and am officially Irish, I'm of German descent. Because of that, I don't really see myself as Irish, or even German, so much as generally European. That makes me extremely un-patriotic, so I don't really believe in forcing people to learn a dead and useless language to maintain some strange idea of national and cultural identity. The language itself is not "useful", as almost no one speaks it. I consider people from different cultures and nationalities being able to communicate with each other (e.g. by using a common language such as English) to be far more important than trying to maintain a sense of identity by purposefully using your own obscure language. In a way, Gaelic is a made-up language - it's a language which only exists because the Irish want to keep it as some kind of sign of national identity. It's not really a useful language in any other way. I half-suspect that making it the official language of the Irish delegations to the EU was party to make employment for people to translate official EU documents into a language that no one would actually ever want to read them in.
