I would be grateful for help in traslating the following words and word combinations either in Russian or Ukrainian :

Irrevocable Bank Guarantee - безотзывная банковская гарантия
dehexanizer - дегексанизатор???
delayed coker - некая "отложенная" установка по производству кокса???
coke drums - коксовые барабаны
But if you take my advice, you should check these coke terms with the specialists or at least read some material on cokers in Russian in order to learn the proper terminology.
dehexanizer - дегексанизатор or I also found гексаноотгонная колонна (literally "dehexanizing column")
delayed coker - установка замедленного коксования

1) Number of the document which certifies identity and confirms family-ties/relationship.
2) The defendant is allowed to take part in administrative offense/violation proceedings.
3) To appeal against the taking of procedural measures. (this one I really am not sure about :donno: )
4) Given warrants or powers of attorney.
