No, it is not. Some thoughts:
1. In its evolution from Proto-Indo-European, Albanian simplified a large number of consonant clusters: PIE *ln, *ps, *rn, *rs, *sd, *sk, *sl, *sm, *sn, *sp (in anlaut), *sr, *sw -> Albanian ll, f, rr, rr, dh, h, ll, m, n, f, rr, v. Nothing of the sort is evidenced in the attested Dacian material: nemenepsa, prodiarna, stirsozila, Bisdina, Zisnudeba etc.
2. We can place the beginning of some of these changes, e.g. *sk -> h in pre-Roman times - they did not affect Latin loans in Albanian: Latin pisces, scāla, ēsca gave Albanian peshk, shkallë, eshkë, not *peh, *hallë, *ehë. If Albanian were neo-Dacian, Scorilo, Moskon, Rescuturme, Resculum, Rascupolis, skiare, skinpoax would be difficult to explain.
3. Some of these changes e.g. *sw -> v are evidenced in Paleo-Balkan languages other than Dacian: Messapic veinan ("his") surely reflects the Proto-Indo-European reflexive pronoun *swé. Hydronym Vardar might reflect a *swordo- + *weh₁r- ("black water"). We lack clear evidence of the reflex of *sw in Dacian (Sabazius is Thracian rather than Dacian), but most probably it was *s. Note Romanian phytonym săsăruică (Gladiolus imbricatus), interpretable as "little sister" (<- *swésōr + suffix -uică, used to form diminutives. Compare surioară (id.), a folk name of Saxifraga aizoon and Melampyrum arvense.
4. Dacian showed a treatment of labiovelars different from the one seen in Albanian: *gʷ, *kʷ -> b, p, at least before [o, u]. The first element of Dacian budalla ("bugloss (oxtongue)") is from PIE *gʷṓws ("cattle"), while Dacian arpopria ("ivy") is analyzable as a compound of the form *h₂érkʷo-*priHyéh₂ ("arrow-friend"), comparable to Sanskrit arkapriyā ("hibiscus"), see also The Dacian name for 'nettle', K. Witczak, the semantic connection being the sagittiform leaves of the plant.
Conclusion: A case for Albanian as a descendant of Dacian does not emerge from the facts at hand. Nothing supports such an origin as opposed to a more local one, from one of the ancient linguistic varieties spoken in the Western Balkans.
