In Russian we can say в тему рассказа, разговора и etc and we have no any chose, except "в тему". But in English it can be in topic and on topic. And you said that second is right form. So I asked why. Why not in?

I always thought 'оффтоп' is a Russian neologism, the -ic being considered as a diminutive suffix.
